In an atomic operation delete all existing RUM policies and create the provided list by order.

    Replaces every RUM policy of the team with this list, in this order: the first policy gets order 1. An overwrite that changes the policies gives each a new id; one that sends the stored policies again keeps their ids. An empty list deletes every RUM policy. RUM policies do not accept the PRIORITY_TYPE_HIGH priority and have no targets.
